Germany: exact steps from Karachi to an October 2027 English-taught master's

Every step from Karachi to your first semester, with costs, timings and official links. The overview is on the Germany plan page.

Check first: do you need a MOFA apostille for Germany?

German universities don't ask for one, and Germany may have objected to Pakistan joining the Apostille Convention. If so, a Pakistani apostille has no legal effect in Germany. Check the HCCH status table before paying. HEC attestation is still needed.

Timeline for a FAST-NUCES BS CS graduate in Karachi aiming for Winter Semester 2027/28 (lectures mid-October 2027) at a tuition-free German public university, with an MOI letter instead of IELTS. The critical path is: attested documents (Oct-Dec 2026) -> uni-assist/direct applications (Dec 2026-Jul 2027, most deadlines 15 Jan-31 May) -> blocked account EUR 11,904 (2026 rate) -> visa via the Consular Services Portal for the Karachi Consulate (apply as early as an admission letter arrives, because of long waits) -> arrival, Anmeldung, enrolment and residence permit. Budget fit is borderline-OK: the PKR 35-40 lakh covers the blocked account; the PKR 10-15 lakh must cover fees, insurance, the flight, the deposit and the semester fee.

Oct-Nov 2026
Shortlist English-taught MSc programmes that accept an MOI letter
Free2-3 weeksVerified
  • –Search the DAAD International Programmes database: filter Master's, English only, Computer Science/AI/Data Science, Winter Semester 2027/28.
  • –For each programme, open the official programme page and note: deadline (non-EU applicants often 15 Jan-31 Mar for Winter Semester at TUs; some up to 31 May or 15 Jul), application route (uni-assist, VPD + own portal, or direct portal), minimum grade (German-converted), required ECTS in maths/CS, and whether an English-medium-of-instruction (MOI) letter replaces IELTS/TOEFL.
  • –Convert your CGPA 3.41/4 with the modified Bavarian formula: German grade = 1 + 3 x (4.0 - 3.41)/(4.0 - 2.0) = about 1.9. Many TU/RWTH/TUM programmes cut off around 2.5 or better, so you qualify on paper; selective ones (TUM, RWTH Data Science) also weigh module content.
  • –Flag programmes that require IELTS/TOEFL even with an MOI letter (common at TUM, RWTH, some LMU programmes) and treat them as fall-backs only if you decide to sit a test.
  • –Flag programmes that demand GRE (rare in Germany; some Data Science/Business programmes). Skip them, given your no-GRE preference.
  • –Keep a spreadsheet: university, programme, route, deadline, fee (EUR 75/30 uni-assist, or the university's own fee), MOI accepted (Y/N), status.

  • –In anabin, check that the institution 'National University of Computer and Emerging Sciences' is rated H+ (recognised). It is widely listed as H+, but confirm.
  • –A 4-year (130+ credit hours) BS from Pakistan generally qualifies for master's admission; 2-year BA/BSc degrees do not, which does not affect you.

1. FAST-NUCES documents: transcripts, degree, MOI letter

Oct-Nov 2026 (start immediately)
Request extra official transcripts, the degree, and an English-medium-of-instruction (MOI) letter from the FAST-NUCES Karachi registrar or academic office
Unknown (registrar fee per document; ask; typically a few thousand PKR)1-3 weeksUnverified
  • –Email or visit the Academic Office / Registrar at FAST-NUCES Karachi campus (ST-4, Shah Latif Town, National Highway). Ask for: (a) 3-4 sealed original transcripts, (b) the original degree if not yet collected, or the provisional certificate, (c) an MOI letter.
  • –Ask for the MOI letter wording: 'This is to certify that [full name], Roll No. [xx], was enrolled in the 4-year BS Computer Science programme from [month year] to [month year], and the medium of instruction and examination for the entire programme was English.' Ask for letterhead, signature, stamp, issue date and a contact or verification email.
  • –Also ask for a 'grading system' explanation or the legend on the transcript's back (4.0 scale, minimum pass grade). uni-assist needs it; if it is not on the transcript, upload the official FAST grading policy page.
  • –Ask whether FAST can send verification emails directly to universities (some German universities verify MOI letters by email).
  • –Pay the registrar's fee per document at the accounts office or bank challan. The exact fees are not published online, so ask the office.

Collect experience letters and other supporting documents
Free; IBCC attestation fee extra if needed1-2 weeksUnverified
  • –Get experience letters from Imperium Dynamics, SharkStack and the internships, on letterhead, with your title, dates, hours/week and main duties (LLMs, RAG, MCP). These strengthen your motivation letter and the visa CV.
  • –Get Matric and Intermediate certificates, attested by IBCC if your target university or the visa asks for school certificates. The Karachi visa checklist historically listed O/A-level or SSC/HSSC copies.
  • –Get 2 references (one professor, one manager) ready. Some programmes ask for letters of recommendation (LoRs) through the portal.

2. HEC degree attestation (e-Attestation, online since 11 May 2026)

Nov-Dec 2026
Apply for HEC e-Attestation of your BS degree and transcript
Rs 3,000 per document (so about Rs 6,000 for degree + transcript)About 1-4 weeks (no official SLA published; depends on how fast FAST verifies)Unverified
  • –Go to the HEC e-Services portal and create an account (new users) or log in. Use exactly the name spelling on your CNIC and degree.
  • –Fill in personal details: full name, father's name, date of birth, gender, marital status, address. These must match your CNIC and documents exactly.
  • –Add academic records: Matric/SSC, Intermediate/HSSC, BS. For each, add the degree title, duration, session, campus (FAST-NUCES Karachi) and roll/registration number.
  • –Select the documents to attest: BS degree (or provisional certificate) and the final transcript. Attest at least the degree and the transcript (2 documents).
  • –Upload clear colour scans (PDF/JPG) of: CNIC front and back, the degree, the transcript, and other requested supporting documents.
  • –Click 'Proceed for Payment'. A 1-Link consumer number is generated; pay via any internet/mobile banking app under 1Bill/Bill Payment, then click 'Verify Payment' in your HEC account.
  • –HEC verifies with NADRA and directly with FAST-NUCES. FAST must confirm your degree through the HEC system; follow up with the FAST registrar if the status is stuck at 'University verification'.
  • –You get an SMS/email when it is done. Download the e-Attestation Certificate (with a QR/verification code) from your HEC account. No originals and no courier; the old 'by courier' and walk-in systems ended, and unpaid old-system applications were auto-cancelled.
  • –Save the PDF. You will upload it to uni-assist and university portals, the CSP visa portal and MOFA.

3. MOFA attestation / apostille (conditional)

Dec 2026 (only if a university, or later the visa or Anerkennung, asks)
Decide whether you need MOFA attestation at all
Free to check-Unverified
  • –German universities and uni-assist ask for 'official' documents (stamp and signature, or a verification code), not for an apostille. The HEC e-attestation plus FAST's originals is usually enough.
  • –Caution: Pakistan joined the Hague Apostille Convention in 2023, but several EU states, reportedly including Germany, lodged objections to Pakistan's accession. If so, a Pakistani apostille has no automatic legal effect in Germany. Do not pay for apostilles 'for Germany' unless a German authority explicitly asks.
  • –Get MOFA attestation/apostille only if a specific university, the consulate, or a German employer later asks for it.

If required: MOFA apostille with mandatory online registration (since 27 July 2026)
Rs 3,000 per personal/educational document (MOFA fee schedule since 8 Jul 2024) + courier charges if usedSame day to 1 week after the appointment; booking the slot can take 1-3 weeksVerified
  • –Since Monday 27 July 2026, apostille requests are not accepted without prior online registration; walk-ins without registration are refused.
  • –Prerequisite: HEC attestation of the degree/transcript (IBCC for Matric/Inter).
  • –Create an account at apostille.mofa.gov.pk. Fill in the details and attach scans of each document to be apostilled. Choose the office (Karachi liaison/camp office) and the date and time slot.
  • –Note: MOFA posted a notice that the Apostille portal was temporarily suspended because of cybersecurity threats. In October 2026 a new MOFA Digital Attestation Portal (portal-attestation.mofa.gov.pk) was reported for general attestation and apostille, with e-certificates sent by email. Check which portal is live.
  • –On the appointment day, go to the MOFA Karachi Camp/Liaison Office with: the original CNIC, the original documents, one photocopy of each, and the appointment printout. The address is shown on the appointment confirmation; confirm it on the WhatsApp help desk.
  • –Alternative: authorised couriers (TCS, Leopards, Gerry's) can submit and return documents for you; they charge a service fee on top.

4. Translations

Not needed in most cases
Translations: only for documents not in English or German
Free (Rs 2,000-5,000/page if an Urdu document must be translated)-Verified
  • –FAST transcripts, the degree, the MOI letter, the HEC e-attestation and experience letters are in English, so uni-assist accepts them without translation.
  • –Only Urdu documents (e.g. some Matric/Inter certificates, a nikahnama, or a domicile/FRC) need a sworn translation into English or German by a court-admissible translator. The original-language scan must be uploaded together with the translation.
  • –German translations are not needed for English-taught programmes or for the visa. Keep your passport name spelling consistent everywhere.

Create a My assist account and upload documents (digital)
Free account; courier to Berlin about Rs 8,000-15,000 only if posting is needed1-2 days to set upVerified
  • –Register at my.uni-assist.de with your passport name, email and date of birth. Fill in your personal data and educational history exactly as on your transcript.
  • –Scan each document in colour as a PDF: passport data page, BS degree (or provisional certificate), complete transcript (all pages, including the back with the grading scale), HEC e-attestation, MOI letter, Matric/Inter certificates, CV, and motivation letter if the university requires it there.
  • –Upload each document only once; it is reused for all applications. Official documents must show the issuing institution's stamp and signature, or a verification code.
  • –Certified copies: the standard process is digital. Paper certified copies by post are needed ONLY if your chosen university's entry in the uni-assist university list says it requires officially certified copies. Check every university. Scans of certified copies and photocopies of certified copies are not accepted where certification is required.
  • –If certified copies are required: have them certified (a German consulate, or an authority allowed to certify), then post them to uni-assist e.V., 11507 Berlin, Germany by DHL/FedEx, with the application number on the cover sheet.

Choose the procedure: full (standard) application vs VPD
Same fee for VPD and standardProcessing 4-6 weeks typical; about 6-7 weeks reported for Asia in peak seasonUnverified
  • –Full/standard application: uni-assist checks your documents and forwards the complete application to the university, which decides. Used by e.g. TU Berlin and many others.
  • –VPD (Vorprüfungsdokumentation): uni-assist only evaluates your degree and computes your German grade. It issues a VPD PDF that you then upload to the university's OWN portal (e.g. TU Darmstadt TUCaN, Uni Potsdam PULS, TU Dresden, Uni Leipzig, some Bavarian universities). A VPD is valid for one year and is specific to one university.
  • –Request the VPD early. Many universities want the VPD in their portal BY their deadline, so request it 6-8 weeks before.
  • –The university's programme page tells you which route applies. Never guess.

Pay the uni-assist fee from Pakistan
EUR 75 first + EUR 30 each additional (about Rs 24,000 + Rs 9,600 each at Rs 320/EUR, plus card charges)Card: instant; SWIFT: 3-7 working daysVerified
  • –The fee is EUR 75 for the first university/programme per semester and EUR 30 for each additional one in the same semester. Some universities pay the fee themselves (check the list).
  • –Pay inside My assist by Visa/MasterCard credit/debit card with 3D Secure enabled. In Pakistan, enable international e-commerce on your card in the bank app first (many banks block it by default). Mastercard debit cards from HBL, Meezan, UBL and others usually work; expect about 4-6% FX/markup + 16% FED/withholding-type charges on international card spend.
  • –Bank transfer (SWIFT) is possible but slow (3-7 days) and costly; use the reference exactly as given and pay all charges (OUR).
  • –Applications are processed only after payment arrives. Fees are non-refundable once processing starts (EUR 10 admin fee on withdrawals after the 14-day period).
  • –uni-assist never asks for payment outside the portal. Ignore agents who ask for money 'for uni-assist'.

  • –Accept or 'enrol online' (Online-Immatrikulationsantrag) by the stated deadline. Many universities let you apply for enrolment from abroad and issue an enrolment certificate after you pay the semester contribution (Semesterbeitrag, about EUR 150-400, which usually includes the Deutschlandsemesterticket).
  • –If the semester has already started when you get the visa, the consulate needs an enrolment certificate plus a letter allowing late arrival (Islamabad checklist rule).

Has a 'Value Package' (blocked account + incoming insurance) with setup-fee cashback once you activate in Germany. Fast Sperrbestaetigung (often 1-3 days after the funds arrive).
  • –Fintiba: EUR 159 setup + EUR 9.90/month (for accounts opened since 3 Nov 2025) + EUR 100 buffer. 'Fintiba Plus' bundles health insurance. Widely accepted by German missions.
  • –Coracle: reported as paused for new blocked accounts since Aug 2025, so check coracle.de; do not rely on it.

  • –Under State Bank of Pakistan FE rules, banks may remit education expenses (fees + living costs) for a student up to USD 70,000 per student per calendar year, and release up to USD 5,000 cash for initial expenses (endorsed on the passport). Confirm the current SBP circular limits with the bank.
  • –Typical documents: the bank's studies-abroad remittance application form (often called the Form R / foreign remittance application; the form name varies by bank), the student's passport and CNIC, the remitter's (parent's) CNIC if a parent pays, the admission letter or university letter, and the blocked-account provider's confirmation/IBAN letter stating the purpose 'blocked account for student visa'. Some banks also ask for the visa appointment letter.
  • –The rupee funds are converted to EUR at the bank rate; ask for an 'OUR' SWIFT transfer so the full EUR 11,904 + buffer + fees arrives. Send about EUR 50-100 extra to cover correspondent charges; any excess comes back with payouts.

  • –Write short German/English messages with a personal intro; landlords receive 100+ messages.
  • –SCAM RED FLAGS: the landlord is 'abroad' and will send keys after payment; asks for a deposit/rent by Western Union, Wise to a private person or crypto before a viewing or contract; the price is far below market; the ID/passport scan is sent as 'proof'; the 'Airbnb' payment link comes by email. Never pay before a video viewing plus a written contract and a landlord identity check.
  • –For the Anmeldung you need a Wohnungsgeberbestaetigung (landlord confirmation). Ensure a sublet (Zwischenmiete) offer includes it.
  • –Temporary fall-back: a hostel or Airbnb for the first 2-4 weeks (but Airbnb often cannot give the Wohnungsgeberbestaetigung).

15. Part-time work: Werkstudent and HiWi

Know the work limits
--Unverified
  • –Non-EU students may work 140 full days or 280 half days per calendar year (raised from 120/240 in 2024). A day of more than 4 hours counts as a full day.
  • –During lecture periods, more than 20 hours/week would endanger student status and the Werkstudent social-insurance privilege; full time is fine in semester breaks.
  • –Student assistant jobs at the university (HiWi/SHK/WHK) are often treated as not counting toward the 140-day cap, but confirm with your Auslaenderbehoerde.
  • –Self-employment/freelancing needs separate permission from the Auslaenderbehoerde.

  • –Apply at the Auslaenderbehoerde with: passport, contract/offer, job description form ('Erklaerung zum Beschaeftigungsverhaeltnis' signed by the employer), degree certificate, Meldebescheinigung and health insurance. The Federal Employment Agency's approval is usually not needed above the standard threshold.
  • –Issued for up to 4 years (or contract length + 3 months). Settlement permit (permanent residence) after 27 months of Blue Card employment with A1 German, or 21 months with B1 German.
  • –Job change in the first 12 months: notify the Auslaenderbehoerde; it can object within 30 days.
  • –For your 'earn then return' plan: the Blue Card allows absences of up to 12 months outside the EU, and permanent residence can lapse if you leave for more than 6 months. Plan your returns accordingly.

Tips

  • –Start the HEC e-attestation now (Oct 2026). It depends on FAST confirming your degree in the HEC system, which can stall; chase the FAST registrar.
  • –Make one master PDF folder: passport, degree, transcript, HEC e-certificate, MOI letter, CV, motivation letter, experience letters. Use clear file names (Surname_Transcript.pdf); reuse for uni-assist, portals and the CSP.
  • –Ask every programme in writing (email the admissions office) whether a FAST MOI letter is accepted, and save the reply. Upload it with your visa application if the admission letter does not mention language.
  • –Apply to 6-10 programmes across uni-assist and direct portals. With EUR 75 + EUR 30 x (n-1) via uni-assist, 6 uni-assist applications cost EUR 225.
  • –Open the blocked account and register on the Consular Services Portal the same week you get your first admission. Visa waits, not admissions, are the real bottleneck.
  • –Enable international e-commerce on your Pakistani debit/credit card and test it with a small purchase before paying uni-assist.
  • –Choose cheaper cities (Leipzig, Dresden, Chemnitz, Magdeburg, Potsdam, Darmstadt halls) to keep within EUR 992/month.
  • –Learn German to A2/B1 during the master's: it shortens permanent residence (21 vs 27 months) and doubles your Werkstudent options.
  • –Keep every payslip, Arbeitszeugnis and the university's final exam letter. They matter for the 18-month permit and the Blue Card.
  • –Use the official FAQ/mission pages only; uni-assist and German missions never use agents.

Pitfalls to avoid

  • –Leaving 'optional' fields empty in the CSP: degree certificates, transcripts and tuition proof are mandatory even if marked optional, and the registration stays halted otherwise.
  • –Paying for MOFA apostilles 'for Germany': Germany reportedly objected to Pakistan's accession to the Apostille Convention, and universities do not need them. Get them only if asked.
  • –Trying a MOFA walk-in: since 27 July 2026, apostille requires prior online registration, and the portal has been intermittently suspended. Check the status first.
  • –Missing that some universities need uni-assist certified hard copies by post (check each university's entry), or that VPD universities want the VPD uploaded in their own portal before the deadline.
  • –Applying to programmes that insist on IELTS/TOEFL despite an MOI letter (common at TUM/RWTH), and losing fees.
  • –Under-funding the blocked account: SWIFT charges deducted en route leave you below EUR 11,904 and the confirmation will not issue. Send it with OUR charges plus a margin.
  • –Assuming the blocked amount stays EUR 11,904 in 2027. Re-check before transferring.
  • –Housing scams on WG-Gesucht/Facebook: never pay before a viewing and a contract; avoid Western Union and crypto payments.
  • –Forgetting the Anmeldung within 14 days, or booking the Auslaenderbehoerde too late so the entry visa expires (apply before it ends).
  • –Working more than 20 h/week during lectures or exceeding 140 full days. This can cost your residence permit.
  • –Letting the student permit expire before applying for the 18-month job-search permit. Apply as soon as the final exam is certified.
  • –Using the old Karachi 'sealed envelope at the gate' process from outdated blogs; Karachi now uses the Consular Services Portal.

Konrad Zuse School of Excellence in Reliable AI (relAI) – MSc scholarship (TUM / LMU Munich)
high fitupcomingMOI okGermany · Germany & EU
Deadline: The 2026 MSc call is closed. The next call (for an Oct 2027 start) is not yet announced. One third-party site lists 22 Nov 2026 (unverified). Apply to the TUM/LMU MSc in parallel; most of those deadlines are end of May.

This is the best AI-specific funding found that explicitly accepts an English-taught degree instead of IELTS, and his LLM/RAG and medical-imaging work fits the reliable-AI topics. It is very competitive with a 3.41 CGPA, and TUM tuition for non-EU students adds cost.

Host
relAI (DAAD-funded Konrad Zuse School), TU Munich & LMU Munich
Coverage
Monthly scholarship for the remaining standard study period of the MSc, plus relAI training programme (modules, retreats, mentoring). TUM charges non-EU tuition, so check whether the stipend covers it.
Amount
Monthly stipend. The amount was not captured on the official page; one third-party listing cites €934/month (unverified).
Fields
MSc programmes in CS, mathematics, engineering, natural sciences, data science/ML/AI at TUM or LMU; topic must relate to reliable AI (safety, security, privacy, responsibility)
Eligibility
Excellent bachelor's in CS/math/engineering/related field. Must be (or become) enrolled in an eligible MSc at TUM or LMU; offers are conditional on admission. Two referees, a supervisor preference and a motivation statement are required.
English
C1 or equivalent. The official page also accepts 'proof that University degree was taught mainly in English', so an MOI letter from FAST should work. Note that TUM/LMU admission itself may have its own English rules.
GRE

How to apply
  1. Watch zuseschoolrelai.de/application from Nov 2026 for the 2027 MSc call
  2. Pick 1–3 relAI faculty as preferred supervisors and draft a reliable-AI topic (e.g. trustworthy RAG / medical imaging robustness)
  3. Get the FAST MOI letter plus HEC-attested transcripts/degree
  4. Line up two referees (FAST FYP supervisor + Imperium Dynamics manager)
  5. Submit the relAI application online with CV, transcripts, motivation, supervisor choices and English proof
  6. Separately apply to an eligible TUM or LMU MSc (Informatics / Data Engineering & Analytics / Data Science) by its deadline (often 31 May)
  7. If selected, accept the relAI offer conditional on MSc admission
28DIGITAL (formerly EIT Digital) Master School scholarships
medium fitupcomingMultiple · Germany & EU
Deadline: 2027/28 intake: Period 1 (for non-EU students needing a visa) runs 30 Oct 2026 – 31 Jan 2027, 23:59 CET

The AI/data tracks fit him well and the deadline is near. A tuition waiver alone does not cover living costs for two countries, and it effectively requires IELTS/TOEFL. Worth applying only for a full waiver plus a cheap entry country (e.g. Hungary/ELTE).

Host
28DIGITAL Education Foundation (EIT Digital), with partner universities (e.g. Aalto, KTH, TU Berlin, ELTE, BME, Turku, Twente and others)
Coverage
For all students: merit-based full or half tuition-fee waivers for 2 years. 'Scholarships of Excellence' (full waiver + living allowance) under EU projects are for EU/EEA citizens only. Some partner-university awards are open to non-EU students (e.g. ELTE up to €10,000/yr + €1,000 travel; BME up to €3,500/semester).
Amount
Full or half tuition waiver. Non-EU tuition is roughly €18,000/yr (unverified). No living allowance for non-EU students from 28DIGITAL itself.
Fields
Data Science, AI with Affective Computing, Autonomous Systems, Cloud/HPC, Cyber Security, FinTech, HCI/XR, Intelligent Chips and Systems
Eligibility
Relevant bachelor's. Two-year programme across an entry university and an exit university, plus an Innovation & Entrepreneurship minor. €75 application fee. A €500 deposit is required to secure awards of ≥50%.
English
University-specific tests. An MOI letter is generally NOT enough: e.g. Aalto needs TOEFL 92 / IELTS 6.5 and states that a university statement or proficiency letter is not sufficient. Exemptions exist only for degrees from listed countries (Pakistan is not listed).
